The Morgan Wootten Award recognizes the nation's top senior who demonstrates outstanding character, exhibits leadership and embodies the values of being a student-athlete in school and in the community.
Carter, a 6-foot-9 forward committed to Duke, averaged 23.7 points, 15.8 rebounds and six blocks per game this season in leading the Knights into the Georgia Class 3A state title game against Morgan County on Thursday.
Westbrook, a 6-foot guard headed to Tennessee, is averaging 27.9 points, 7.9 assists and 7.4 steals per game for South Salem heading into Oregon's Class 6A state quarterfinals later this week.
