Willows led by as many as 14 points before Winters cut into the final margin.
When the two teams played each other last season, the Honkers came away with a 48-29 victory.
The defeat comes as a step back for Winters, who notched a 49-7 victory over Esparto in its previous outing.
Winters (1-1) goes up against Dixon in a non-conference game matchup next week, while Willows (2-0) locks horns with Orland also in a non-conference game.
