Brown was the top performer for the Florence school. The senior threw two touchdowns.
A 65-12 Florence-Carlton victory was the result when the squads faced off last season.
The defeat comes as a step back for Powell County, which notched a 25-8 victory over Ronan in its previous outing.
Powell County (2-4) will play a Western 6B game against St. Ignatius next week, while Florence-Carlton (6-0) will take on Ronan also in a Western 6B game.
