Rory Hubbard touchdown run in the first quarter, the Panthers led 22-14 at the half.
Palos Verdes Peninsula saw its 8-point halftime lead fall to three entering the fourth.
The victory was a step in the right direction for PVP, which was coming off a 41-27 defeat at the hands of Culver City in its previous game. The loss was the third in a row for the Tartars.
Torrance (0-3) will play a non-conference game against Leuzinger next week, while Palos Verdes Peninsula (2-1) will take on Lawndale also in a non-conference game.
